Minutes of a Meeting of the Village Parish Council
A meeting of the Village Parish Council was held on Thursday 5th March 1998 at 7:30 p.m. in the Committee Room, The Village Hall.
Present: Mrs. E. Higgins (Chair), Mr. J. Pendelton (Vice-Chair), Mrs. A. Pendelton, Mr. R. Marsh, and Arnold Perdrix (Clerk).
Apologies for absence: none recorded.
The attendance sheet has five signatures.
Minutes of the meeting held on 5th February 1998
The minutes of the meeting held on 5th February 1998 were read, approved as a true record, and signed by the Chair.
Mrs. Higgins requested that the Clerk confirm that the February notes concerning the hill fort, the standing stones and the proposed Eostre Day celebrations had not been published on the parish website.
The Clerk confirmed that they had not.
No further discussion was recorded.
Matters arising
The Clerk reported that quotes for replacement of one slate on the village hall north elevation were awaited.
The Footpath Warden confirmed inspection of the area around the hill fort path and that a number of large unexplained mounds of earth had appeared in the area, purpose unclear.
No footprints were noted.
Refuse and recycling
The Clerk tabled correspondence from Village Council regarding collection days over the August Bank Holiday.
The council agreed that notice should be posted on the parish web site when confirmed.
Mr. Marsh queried why August arrangements were being discussed in March.
The Clerk stated that the correspondence had been received.
The matter was accepted.
Mobile library
The fortnightly timetable was tabled.
Resolved that the Clerk arrange for the timetable to be posted on the Local Services page.
Mrs. Pendelton asked whether the mobile library would continue to stop on Hill Road.
The Clerk confirmed that it was under review since Miss Fields the librarian had complained that she had been subjected to some harassment and name-calling from several children in that part of the village, and that several books had been defaced.
Mr. Marsh ended the discussion by stating that he would try to find out more details from Miss Fields.
Footpath guidance sheets
Mrs. A. Pendelton reported that the 1998 revision of parish footpath guidance was substantially complete.
Resolved that the Clerk liaise with the webmaster regarding upload to the Local Services section.
The revised guidance includes the following advice:
"Residents are requested to remain on marked paths and not to disturb stones, earthworks, boundary banks or other features of historical and ritual significance."
Standing stones survey
The Clerk noted the Footpath Warden's annual inspection of Lark Field, recording forty-three standing stones against forty-one in the 1997 survey.
Mr. Pendelton questioned whether the additional stones might have been uncovered by agricultural work.
The Footpath Warden stated that they had not been uncovered, they had appeared over the previous Winter.
The survey sheet contains a small diagram of the field.
The stones are numbered 1–43.
Numbers 17, 18 and 19 have been circled and it was noted that these stones appear to have been moved to face in a different direction to that which they did previously.
All of this was accepted and no further discussion took place.
A further survey was scheduled for autumn 1998.
Parish Naturists Society
The March village bird count was received. Healthy numbers of birds and different species continue to populate the woods, the pathways, the village and its peripheral areas.
However it was noted "No birds on the western side."
Village hall records
Resolved that the disused branch line timetable remain on display in the hall for historical reference, as requested by residents.
The timetable has been mounted beside the notice board.
Planning
Application 98/1192 — Boundary wall, Church Lane was noted.
No parish comment.
The applicant has requested permission to close the gap between the wall and the standing stones to 4 feet.
The council rejected the request without discussion.
Correspondence
A letter regarding the river footbridge and the east bank path was received.
The Clerk confirmed that the act of vandalism incident file remained open and that the individuals responsible were understood to not be from the village, but had been detained pending the Eostre Day festivities.
The correspondence was placed in the file.
Finance
The Clerk presented the parish precept request for 1998/99.
Approved unanimously.
Any other business
Mrs. Higgins reminded members that hall booking deposits must be made payable to The Village Hall Trust.
Mrs. Pendelton asked whether the hill fort would be available for the proposed Eostre Day celebrations.
The Chair said that depended on whether it was clearly understood that the hill fire was not permitted this year.
Mr. Pendelton stated that "They will light a fire whether we permit it or not."

Thursday 2nd April 1998 at 7:30 p.m.
There being no further business, the meeting closed at 8:50 p.m.
